Tonight I watched a man in a wheelchair try to get through the intersection of fourth and walnut, but the paths going into the street have not been cleared. Is this city property?

This heavily used biker/walker commuter path from Morton onto the b-line gets blocked with snow everytime it's plowed, but it would be easy for the plow drivers to leave a bike/walk pathway so we don't have to carry our bikes over the snow several times a day.

From this home east, the walks usually aren't cleared. Actually, much of Azalea isn't shoveled during most snows.
