The City of Bloomington Enhanced Access Fund is hereby established, which Fund shall consist of the fees collected by City Departments for providing enhanced access to City of Bloomington electronic databases. The Enhanced Access Fund shall be a dedicated fund administered jointly by the City Controller and the Director of the Information and Technology Services Department with the following purposes:
(a) The replacement, improvement, and expansion of capital expenditures; and
(b) The reimbursement of operating expenses incurred in providing enhanced access to public information.
Monies in this fund shall be appropriated by the Common Council and shall be returned to the fund if unexpended by the end of the year. (Ord. 01-10 § 1 (part), 2001).
