All official business shall be conducted only at official meetings of the Board, notice of which must be published according to state law. The Board shall adopt rules of the procedure for conducting their meetings. Upon any vote each Board member shall, on demand, briefly state the reasoning underlying the member's vote and these shall be incorporated into the minutes of the meeting.
