All members of the Utilities Service Board, whether or not City residents, shall be residents of the area served by the Board and users of one or more services provided by the municipal utilities under the control of the Utilities Service Board. No more than two thirds of the Board shall be of the same political party. (Ord. 83-6 § 5 (part), 1983).
