2.23.010 Scope and duties.

The scope and duties of the community and family resources department may include, but shall not be limited to, the following:
(1) Assessing the social service delivery and support functions available in the city and the county;
(2) Assessing methods of improving coordination and delivery of social service delivery support services in the community;
(3) Developing a plan for coordinating social services and support functions of the city;
(4) Developing grant application expertise and grant review capacity to be available for local agencies in the area of social services, including information and technical assistance for federal, state and local monies which might be available and relevant; receiving and reviewing grants for federal, state and local technical and financial assistance; and recommending, where appropriate, that such grants be sought; such duties to be carried out in conjunction with the controller’s office;
(5) Creating a communication and information center for social service programs in the community, including the implementation and operation of an information and referral system;
(6) Coordinating citizens’ recommendations for the use of governmental funds for social service programs;
(7) Planning and developing contractual arrangements with the advice of the city attorney, for the use of governmental funds by noncity agencies to insure the efficient delivery of social services;
(8) Provide direct supervision and staff assistance for the programs of the commission on the status of women;
(9) The development, implementation and operation of needed programs which help Bloomington citizens attain their maximum individual capacities for living and which improve the quality of life for citizens. (Ord. 97-05 § 3, 1997; Ord. 83-6 § 2 (part), 1983).
