The employee services department shall maintain policies and practices that allow the strategic management of the city's human resources, allow the city to recruit and develop the highest quality individuals from a diversity of backgrounds, motivate employees to achieve their fullest potential in performing the public's business, and help employees to lead healthy, complete lives.
