The board shall consist of five members who shall be appointed by the mayor and who shall serve at the mayor's pleasure. Members shall have been voters of the city for at least one year immediately preceding the appointment. (Ord. 96-01 § 1, 1996: Ord. 83-6 § 2 (part), 1983).
