The department of public works is established as the general administrative department for the following divisions, boards, commissions and councils: cemetery, engineering, sanitation, street, fleet maintenance, parking enforcement, housing quality appeals, telecommunications, traffic, environmental, community arts, animal control, and all physical facilities with the exception of property managed by the utility service board or the parks and recreation board.
