(a) The council shall transact its business in the following order, but it may by majority vote amend the normal order of business:
(1) Roll call;
(2) Agenda summation;
(3) Approval of minutes;
(4) Reports from:
(A) Council members,
(B) The mayor and city offices,
(C) Council committees,
(D) Public;
(5) Legislation for second readings and resolutions;
(6) First readings;
(7) Privilege of the floor (this section of the agenda will be limited to twenty-five minutes maximum, with each speaker limited to five minutes);
(8) Adjournment.
(b) Whenever possible, brief comments or questions concerning a statement made by a council member or any other person shall be made and addressed before further discussion proceeds, but more extensive discussion may occur later when the member raising the objection or question has been recognized to speak.
