All meetings of the council and its committees shall be conducted in accordance with the procedures set forth in “Robert's Rules of Order” except where a different procedure is required by state law, this chapter, or other ordinances of the city. A majority of the members of the council shall decide all matters of procedure not covered by the authorities stated in this section. (Ord. 79-97 § 2 (part), 1979).
